Not braking as much as it should?

I don't think I'm getting the full potential of my brakes. I know they've been upgraded and from that other thread, I'm starting to think they're C5 brakes. Anyway, the pedal seems really soft to me. In an emergency stop situation, the pedal goes all the way to the floor and will not lock the tires at even low speeds. ABS has never come on.

Sometimes in the wet, I have to basically floor the brake pedal to get even a normal stopping speed out of them. (read: not safe)

Any ideas?
