AFAIK those aren't on 700r4s, just the older transmissions. But I think the holes are still there and you can use one from a 350. Mine doesn't have one, the cap fits snug. When I had to put my cap back on I used a BFH - I think I used a masonry hammer because the chiseled end let it slip in between the trans and the tunnel - there's not much room to work there.
