Disconnect the horn. Put the probe end of a test light in the hot side of the connector after removing the resistor (check your FSM for the correct color but it is probably green).

Ground the test light wire. Push the horn button, did the fuse blow? If it did, it's not the horn. If that's so, you're going to have to inspect all the wiring to the relay and from the relay to the steering column button for shorts.
