Si Senior, Did you retain the stock steering column and are just changing steering wheels? If so there should be 2 black wires going down the column. Connect one of them to each wire on the new wheel.
If you have only one wire going down the column, it should go to the relay. The other wire on the wheel sgould be grounded some where, probably can ground it to a screw in the upper column.

The black wire to rhe relay should to a black wire coming out of the relay, at least for my 92. The orange wires out of the relay are for power from the fuse box. And green to the horn.

To be 100% you need to check a 91 FSM.
