I don't think his numbers are far off. He probably can pull more out of it depending on what his complimentray mods are.

Its not unusual for some guys to not port match the intake in the LT1, however it is usually recomended. Mine was significantly ported by LE, but he has lots of customers that just stick a factory top on it.

What other mods did they do? injectors, throttle body? For $5 I'd expect a little more than just a heads and cam swap. Headers? Fuel Injectors? I know you know all this stuff.

Not sure about the gasket
