I use the longer bolt and the balancer's thick washer to get the hub started. Then use the shorter bolt and washer to snug it up. Lastly, install a new crank hub bolt and torque to spec.

Ok, Think I get it. So you were able to find a longer bolt that fit the cranks threads. I ran to several different stores and could not find one with the correct threads. The bolts I were using to remove the hub never threaded. They just bottomed out at the end of the hole, but they worked for removal. Any idea where I can get the correct bolts and threads that will fit to use for reinstallation?
They appear to be fine threads which are hard to find in these size bolts.

Thanks
