I don't recall who makes the ones I've seen, but they were built into a flange and could easily have pipe bolted on after them.

Exhaust cutouts make sense if you have a quiet (stock) system in place that you're bypassing.

Otherwise it's just a choice between loud and louder, which seems pointless.
