I used Bill's method on mine, but I have also heard that if you loosen those 3 bolts a bit and then run the engine briefly (with the belt still on), the balancer will break free.

On my car, I can't get the balancer pulley completely out without jacking up the engine a little - to do this, I just removed the 2 nuts holding the mounts to the frame, and put a 2x6 between the floor jack and oii pan, and jacked it up an inch or so.
