David's method is decent but one thing to remember is that measuring toe at the rim vs maeauring with toe plates or the CL of the tire will have different dimensions. A 1/4 measutement at the rim may be 3/8ths at the tire.

It's not a big deal as long as you know that it happens and if you're discussing toe in with someone, you need to know how they are doing the measurement.
