Yea, totally dry.
Someone put this stuff on. When you say socket, do you mean the metal sockets that each pin goes into?

I really can't say if a dielectric or silicone would definately cause a problem. But it shouldn't be there. The contacts in that connector are gold for a reason, mainly to resist corrosion and because the amperage thru many of those contacts is very low, under one amp. But it's very hard to say if that goo is interfering with the signals.
