If the dimmer is only working when the wheel is down, then there is an issue in the harness in the steering column, and I don't see the association, to be honest.
Get the FSM before you tackle the steering column!!! It's fiddly.
Also, consider getting new everything - turn signal, ignition, multifunction, tilt rebuild, everything. Take the wheel off, take the column out and do it right.
