Catalytic converter high cost in California and poor palcement design

Subject: Catalytic converter high cost in California and poor palcement design

Why would someone place the heat of a Catalytic converter so close to oil filter, clutch slave cylinder and other heat sentive parts. I thought the heat sheilding for the 80's floor board were a symble of the factory poor design.

In california one converter will cost 3-5 hundred dollars un installed because of an enviromental tax. This started this year.

Is there a way to keep heat away from all the heat sentive parts?
