For the tensioner to maintain proper tension on the belt it needs to route under it in such a way that it maintains near 90 degree angles around the other pulleys. The belt will start slipping once you show it less contact surface.

If you're uninterested in repairing the A/C and smog accessories, you can buy both delete pulleys for them on Ebay for under $100 for the pair. Just search TPI Delete and you'll get plenty of both.
