If your old painted top headliner foam is broken up too badly, you have a few options...

Mine was borderline. I took a mini-roller, and painted my OEM pad with water-based Acrylic Latex Black.

This does a few things: stops dust from coming through the new felt, re-enforces the borderline pad, and gives the felt adhesive a good bonding surface. A rattle can of Flat Black, or Clear Poly can will probably do a pretty good job as well. But the rolled-on water-based stuff gets INTO the OEM pad, for strength.

Another option for broken-up OEM pad is new pad. I don't know where, or how much.

A 3rd option would be to use the same double-layer styro board that I'm using for the glasstop removable screen. See below here...

Gluing the new felt into place:

Get the new felt centered. Flip back 1/2 of the new felt, and spread some adhesive onto the pad.

(DO NOT PRESS DOWN TOO HARD - THE ADHESIVE WILL COME THROUGH THE FELT)

Then flip it over, and repeat for the other half:
