Thanks for clarification, I didn't realize that was true. I've heard of guys with Vettes having this problem but expect their transmission was a rebuilt unit using a case / valve body from another vehicle based on what you are saying.

Because of the low miles, I assumed he had a stock vette gearbox.
The easiest way to check is to look at the bottom of the trans, just behind the rear of the pan. If there are 2 holes that are drilled and tapped to accept a trans mount, then it is a non vette case. Vette cases have that area completely eliminated because they use the tailhousing for support via the support beam.
If it is a non vette case, the 3-4 upshift valve is a non vette/policecar version.
They are no longer available from GM, but aftermarket versions are available. They require sleeve replacement of the tv plunger, allowing the same end result, a full throttle, wide open throttle shift.
