Don, that part is just a flow restrictor to slow down coolant flow thru the heater core so more heat can be extracted in the heater box. It's just a plastic tube with a smaller hole in it.

I'd have to go look but I think I threw mine away years ago.

But then, I think I've only turned the heater on once in the last 7 years.
