Have the 'dongle' on mine. Easy to do - unhook the wires from the steering column at the connector and plug this into the wires going behind the DIC. Just need to have the right resistor value based on what's on your key.

Agree it sounds like something in the lock cylinder, not VATs related. A good locksmith or Garage should be able to change out the cylinder if that's the issue.
