Other things that could help in addition to tune up and oil change:

-Clean throttle body with throttle body cleaner
-Change/clean air cleaner
-Pump up rear tires to max pressure (less rolling resistance...not sure if this does much but free to try!)
-A bottle or two of Heet or other alcohol based water remover evidently helps (too much is supposed to mess up the cats)
-Make sure engine is really warmed up. I always drive the car a bit and let it idle at the smog shop while I am waiting. Hot cats work better.
