The O2 will go a long way to helping. I would also suggest replacing both O2 sensors... they are like plugs and should be replaced every 30k miles or so.

I use NTK or Denso sensors.

The MPG is directly related to distance driven... if you do short hops and don't go far, the controller never gets into open loop and will run rich. Also, as you noted, the O2 will cause a rich condition.

Let us know how the MPGs do.
