My 92 was old... and had miles... but I never felt those lines were problematic.

As for replacement? I don't think the bumper needs to come off. The rubber is either localized to the sender area, or connects to a rubber line that is accessible... I would need to see the area again to confirm.

Removing the rear bumper is a pain, on a good day.
