They don't! The path to the heated core is shut off by the temperature mix door but it's still there with hot water in it. Even when you first turn on the vent, it's hot. I always hit the A/C for a minute before going back to vent in the summer. On hot days, the vent isn't enough.
Hell, I run the A/C with the windows down just to cool my feet sometimes.
