It was actually set for the accessories and not the engine!
This is not that unusual - early 1970s LT1s could not be had with air conditioning because of fears that the engine would rev too high for the AC belt/compressor.
Chevrolet ended up making LT1s available with air by changing the tachometer red-line (but nothing else) and crossing their fingers...
