Both could be power, neither could be.

However, if they are, they should move fore/aft and up down with little more than an electric motor whine....

The holley and edelbrock pumps are made by Walbro. I had a walbro 255 die on me, but it was due to excessively hot fuel. My fuel lines were running up past my header, then back across the intake, then through the fuel rails. You can see some of it in my avatar. I pulled the return line off, held my thumb over it, and had my wife cycle the key. Got no fuel and knew it had to be the pump or the relay. Bypassed the relay and still had no fuel. Fuel in the line at the top of the tank when I first pulled the line off nearly scalded me it was so hot right after the car died. I since rerouted my fuel lines, installed a new Walbro 255 hp, and problems went away.
