When I went to look at this car way back in 2000, I was going through the test processes for all the accessories. I get to the wipers and nothing. The then owner checks the fuse and it was fine. Put it back in, wipers work.

I the connector industry, as a general rule, one amp in a circuit will blow thru galvanic corrosion. That makes the wiper thing interesting.
I wonder if the PO had these problems before you bought the car.
Seems to me that corrosion in the fuseblock would have to be massive and visible to cause this type of problems.
