Both could be power, neither could be.

However, if they are, they should move fore/aft and up down with little more than an electric motor whine....

I don't know if you were ever able to set up the puller or not, but you have to install a longer crank bolt for the nose of the puller to push on. I'm pretty sure the crank bolt is SAE 7/16 fine thread, but check it before you cram another bolt in there. You'll need a bolt that is 1/2 inch longer, and one that is 3/4 of an inch longer.

The process is to install the 1/2 inch longer bolt until it bottoms out. Then, the puller should be able to pull the hub off 1/2 and inch. Disassemble your set up, pull out the 1/2 inch longer crank bolt, install the 3/4 longer crank bolt, reassemble the puller, then pull the hub off another 1/4 of an inch. At this point, the hub will probably fall off. If not, disassemble everything, take your crank bolt out, and dink with it. It should come off from here. If not, one more go round with a slightly longer bolt should do it.

You should also mark the hub and crank so that they go back together clocked the same. I haven't found an definitive proof that this is necessary, but it can't hurt.
