With the car on a flat surface, put it in first. If the car moves, yes, it's either the slave or master.
You should be able to sit still with the clutch in, normally you check this by holding the clutch in for about 30 seconds, no movement?, the hydraulics are working.

CC knows a boatload about the slave cyls. There are a bunch of posts here.
