The sending unit is very expensive, so try a simple test first.

Pull the wire off of the sender and touch it to bare ground with the IGN on. Does it stay at zero or does it peg?

If you get no change at all, and this is your second cluster, then it is most likely your sender or the wiring from the sender.

The computer 'might' be involved with the interpretation of the sender reading so maybe a C4 guy knows more about it. If it's direct, there are only three things to look at. The sender, the wiring, or the gauge itself.
