Probably air, it's strange that there's no return spring on the pedal.
If you do try the fill & pump, you may get something but their may still be air in the lines. You can't be sure until you fire up the motor.

The adhesive on the hood - I'd try the 3M spray that's used to loosen weatherstrip. It doesn't mess up paint.
