If you insulate, a good kerosine heater will make a garage warm as a sauna. For not much money.

One of my faves is the heater that burns waste oil.

Heatpumps are ok, but burn a lot of electricity... and only work to about 35F.

With a garage, open the big door, open the back, and/or add a ceiling fan, and it's going to be ok. I don't see the need for AC. If you want AC, those wall mounted systems are a perfect solution. Won't suck up a window! The compressor fits outside, and this wall hanger has the fans and ducting. Easily handle a 2 car garage.

Regardless, you will want a vent fan... The fumes can build up when using cleaners and such.
