I agree with above. I used to photograph a lot of the custom car and van shows in the 70s and that was the rage back then. Just think "Corvette Summer"!
Anyhow, I would bet they swapped out late model fenders because they looked more modern at the time. Probably would have gotten rid of your chrome bumpers if they could too!! The flairs looks like they were blended well and don't appear to show any age cracks or the like.
