Call me unsympathetic, but I find this rationale offensive that God took a dump on Haiti and the world is now expected to come to the rescue. And the more cash that goes in, the more the hand comes out. I feel the main problem is Haiti was a desperate situation to begin with, so it's difficult to even establish any sort of benchmark for what a "rebuilt" Haiti looks like. What are the expectations here? It's a blank check. Does it go on until the common public and media's attention span fades? Or until all the shantytowns are replaced with energy efficient and seismically reinforced public housing?
