This is fairly normal.

Not sure on a 96 but it would be close to any LT1/4 from 92 - 96.

The fan(s) are controlled by the ECM, the primary comes on around 228 degrees and the secondary at 235 (varies slight depending on the year).

You can cause your fan to come on in traffic by turning on the a/c.

You'll also see the temps rise going up a mountain back road behind traffic @ 40 mph.

When you get back up to 50 mph of so the temps should start dropping within less than a mile.
