It is pretty interesting, actually.
Blockman was trying to make the point that a block should be blueprinted perfectly. This is never possible on a factory due to core shift that occurs to some extent on every single block mass produced (and Blockman knows this).
Because there is not enough metal to truly blueprint a block, a good machinest must establish hypothetical perfect, and compare it against the block on hand. Then, after the variances are discovered, the differences are averaged and machined.
In other words, you split the difference between perfect, and what you have to work with.

Although this will not be a textbook perfect machining job (as it is not possible) it is 10x better than any new GM block produced.

After Shane explained his way, Blockman understood exactly what he was doing. I suspect he was even impressed with Shanes method. Shane also bores and decks in a non typical manner because he feels his way is superior.
In a nerdy way, pretty cool stuff.
