The reality is that tasks cost money. Somebody has to get billed. It is the responsabilty of the owner (or estate) to pay for these expences and bill the insurance company or sue the responsible party (which would result in no recovery in many cases). It was her decision to store the vehicle. If the prosecutor or police had an interest they would have impounded the vehicle. I feel compassion for the woman but the reality is nothing is free. When my wife got in a serious accident that resulted in a phone pole being toppled we got billed $125 for the phone pole. Not for disruption of service, not for the manpower to replace it. Just the physical pole itself. I also got a bill from County Fire Rescue for the helicopter ride to the trauma unit to the tune of $1500. My wife would not be here without the services provided. They did provide a service. I can't get my hackles to jacked. Even in bad times, expences are generated.
