How else does the government raise income? It sure didn't get it from the goodness of the hearts of citizens. The US government has run in debt since the 1860s, IIRC. I think there were a couple of years in the 1880s where there wasn't any debt, but that's about it. Federal Income Tax started in 1913; and paycheck deductions started in 1942 or so, don't remember the year.
