I agree, they don't want to get rid of the gas tax. But, if they get lower it initially, it makes people more compliant in accepting the GPS. The GPS tracking system is new and intrusive, people resist change. Once the GPS system is up and rolling, they simply raise the gas tax, much easier to do.
