Those are the valves to control the AIR - Air Injection Reactor - system.

Depending on your local emission requirements, you can remove them without much love lost. There are pulley bypass kits, which will allow you to remove the AIR pump, which in turn will allow you to remove the plumbing and the valve gang. The end result? About 5hp and a cleaner engine compartment.

What the system does is inject clean air into the exhaust manifold and the cat. The idea is to help light up the cat faster. It's really all for cold start emissions.

There are times under load when the system will pump some clean air into the exhaust manifold, I don't remember the logic off hand.
