Standard protocol at pretty much all municipalities for their employees. Don't badmouth the city, don't make us look bad.

Ya, I know. I got away with it for years. Had my stuff been discovered by a honcho, I probably would have been in deep kimchee. Always had a hard time keeping my views to myself. But what he wrote pretty much sounds like the hard working, had to bust your ass and keep your nose clean, words of a white guy. Is it racist? I don't think so. He didn't even mention race. You don't have to be a rocket scientist to figure who he's writing about.
Back after the civil rights movement of the 60's you would have thought there would have been an improvement in society through assimilation. Nope. Many have found a higher standard of life but for some you can't get the ghetto out their lives. They are taught that at home. They take it to school with them. Teachers teach English. These kids learn English but choose to speak hoodanease. They learn about birth control but start getting pregnant as early as 9. They learn the ins and outs of working the system, stealing, playing the race card, and interaction with police and the justice system. I AM NOT WRITING THIS JUST ABOUT BLACK PEOPLE.I AM WRITING THIS ABOUT A SEGMENT OF SOCIETY. These are my personal observations and experiences. I am not a racist or bigot but I am predjudiced. I am not an idiot. Of course I developed intuition through exposure. Profiling? If it looks like a duck, walks like a duck, and quacks like a duck it must be a duck. If a duck shit on my lawn, stole my garden vegetables, and vandalized my property I probably would not hold a high regard for ducks. So the county wants to say what this guy says is not a reflection of the county views. That's rather obvious but none the less true. So all you employees make sure you keep your mouths shut and your opinions and views to yourself. It's not only government agencies, it's private institutions that have policies on image. If you say something that does not reflect the views of the corporation you may well see termination. Over 40 years of regulation, assistance and a host of programs has been unable to break the cycle repeated in impoverished communities throughout the nation. But it's society's fault. We don't understand. You're damned right I don't understand. You get housing assistance, medical assistance job placement assistance, education assistance and still can't get out. Hell, you even get benefit application assistance. Assistance in getting assistance. I'm mad as hell and I'm not gonna take it anymore.
