what year?

The easy way, if pre-1995 (IIRC), is to measure the resistance of the chip and match it with resistors, then, plug them into the little VATS wire.

Welcome to the forum.

There are VATS bypass kits that you can purchase (premade resistor with wire/connector) that you connect in line with the factory wiring in the steering column. This mimics the key pellet resistance.

That being said, your issue does not sound VATS related.

First thing I would do is clean the ignition cylinder and lubricate with some graphite. See if that helps.

What year and transmission do you have?

What Matt said. Also possibly the inter-lock cable that connects from the shift assembly under console up to the steering col. There's a solenoid at the shifter that acts up sometimes.

Have the 'dongle' on mine. Easy to do - unhook the wires from the steering column at the connector and plug this into the wires going behind the DIC. Just need to have the right resistor value based on what's on your key.

Agree it sounds like something in the lock cylinder, not VATs related. A good locksmith or Garage should be able to change out the cylinder if that's the issue.

so I could keep my oem key and just change the lock cylinder? I think that is the main issue. have the key coded for the new lock cylinder?

You would get a new key with the lock cylinder. You can retain the same VATS resistance, you just measure the pellet on the key and find out how many ohms.

But what we are suggesting is first try to clean and lubricate the cylinder. I also asked if you have an automatic transmission because there is a cable that is connected from the cylinder to the shifter that prevents the car from going out of park if the cylinder it not turned on.

Did you try a second key? The pellets get worn down over time.

have not tried that yet, looked at this key and the pellet looks tight and not to worn.

Doesn't matter what it looks like, it's how it's acting. Unhook the battery (just to be safe) and take a Q-tip with some alcohol in the cylinder and clean the contacts where the resistor on the key makes contact.

Now there is a way to test if you're getting a good contact or not. Again with the battery disconnected, drop the hush panel under the steering column. From near the bottom of the steering column before it goes through the firewall, there is a 2 strand wire with a connector on it (one is orange IIRC) that continues up behind the DIC. Unhook the connector so you can use the OHM meter to check continuity with the key in the ignition, 2 probes - 2 wires in the connector - see if you have a circuit and if the values match or not. With an OHM meter take a reading of the resistor on your key. Now put the key in the ignition (don't remember if had to turn the ignition on or not) and using the ohm meter probe the wires coming out of the column and see if you get the same resistance value (they should match). Play with the wheel, turn signals etc too and see if there's any change along the way (there shouldn't). If your readings are consistent then it's not likely the key or cylinder causing your problem.

If you change the cylinder, column etc., that resistor value must remain the same. Unless you use the dongle like I did, any new key will need to have a resistor with the same value as your existing one does or the car won't start. Also if you have any new keys made, check them with an OHM meter, I've gotten one where they cut the wrong blank, turned the ignition fine but wouldn't start the vehicle.

Hope that helps.
