Glen, do you have a FSM? There's a wiring diagram in there.

Anyway, one of the 2 origional wires is a ground. The other goes to the horn relay. When you hit the stock horn button, you complete the circuit that grounds (and activates) the horn relay.

You're not dealing with positive and negative just completing a ground circuit, so it doesn't matter which wire is which on the new wheel. If there is only one wire in the column, it should go to the horn relay. An easy check would be to take a jumper wire attach it to that wire and touch it to a ground somewhere, the horn should blow.
Hook that wire to one of the 2 on the new wheel. See if there's a ground anywhere in the column and hook the other wire to it.
