is their a easy way to remove the egr pipe on a 86, the top looks like normal torx bits but in having a issue with removing the bottom where the flange is, do i need a special tool to remove that ring and can i reuse the ring

Reusing the ring will depend on how badly you mangle it getting it off. If you can pry it off then you may be able to reuse it. If you cut it off as most people do, you'll need to replace the ring. GM calls the ring a "CLAMP, EGR PIPE (25MM ID)". The part number is 14087580 and they are still available for about $7. Clamping it can be a challenge if you don't have the tool though.

Ray is right. The ring is a PITA!

To secure the new ring I used a pair of wire cutter pliers to pinch the crimp, not to shear it. worked just fine

Ah, it's one of those crimp rings. It takes a special tool, I could see how some dull wire cutters would work though.
