I was hosing off some anti-freeze from the purge tank and got a little water up near the cowl. Windshield wipers first started coming on by themselves but now they only work on high. Any ideas?

Problem is in the circuit board in the controller located on the motor. It is supposed to be weather sealed, but sounds like you had some water leak into it.

That's the first place I'd look. Check for water in there making a connection or a burnt part of the board from arcing.
