How can you tell if used heads have been skimmed/flattened in the past? I just picked up a pair of inexpensive 113 heads and am curious whether I can determine if any material has been removed during the life of the heads. Is there a measurement that I can use?

Some machinists will mark them somewhere with a metal stamp .10", 020" etc. But if you haven't seen something like that then have them CC'd to see where you stand.

A skim cut, to ensure they are flat, would be almost impossible to detect and since that is the case, there is no harm if they had been trued. If you fear a more substantial cut, you could cc the combustion chambers. Is there a specific reason for your concern?
