I would bet they are all on the same fuse. Check panel on right side of dash.

1) did you pull the fuse and visually inspect it? Did you check it with a DVOM? Sometimes they look good but are partially blown or you can't see it.

2) not to be insulting but did you check the right fuse? I have personally made that mistake so it's not a dig.

The reason I ask is those lights are usually on the same circuit.

I just pulled the tail light fuse and virtually check it. Is there a fuse for fog light?

I'm not 100% sure on a 96...your owners manual will tell you if you have one. Otherwise someone with a later model will have to chime in.
