I recently bought a car that was seized for street racing a few years ago. When the guy got convicted, the judge ruled that the car could never be registered again and the VIN was tagged in the DMV computer as a no-go.

I bought the car with the intention of parting it out, but it is such a nice car... It runs great, the AC is cold, everything works, it's in really good shape cosmetically, etc...

As I stood there looking at it, blow torch in one hand sawzall in the other, preparing the hack it to pieces for the part-out process, I started to feel a little piece of my soul die. The car would make an amazing first hot rod for a teen / tween. It looks great, has great brakes, and enough horsepower to get you in trouble, but not enough that it gets out of hand easily, it's got low miles, seems dead reliable, etc... It seems stupid to destroy such a nice car because some judge wanted to make an example out of someone 4 years ago.

Instead of killing my soul a little, I thought I'd ask around and see if someone had a suggestion on an appeals process that might get the ruling reversed or something. Any help is appreciated.

Can it be registered in another state? What database is the VIN listed in? Another trick is to go to a junkyard and buy the same vehicle. Just take the VIN and get it registered as a salvage vehicle. Some states are easier than others. IL you have to have a license to bring a vehicle back. In MO you can do it yourself.

Or just make it into a racecar, and haul it everywhere.

I doubt I would go retagging a vehicle since it's insanely illegal. It's a track car.

If it isn't too exotic with a lot of mods, send it over here.
You'd just need to make sure that customs clears it for export and of course a title is required.

The car is a 95 Mustang GT.

The VIN swap trick is a felony, I'm not willing to get a yard of prison cock shoved up my ass just to drive a 15 second Mustang, lol.

I talked with the DMV about the car, and there is a process I can go through to get the car on the road. There are a few hurdles, but it looks like it can be done.

There is no title for the car.

In NC, if you are convicted of prearranged speed contest, your car is sold at public auction, and the proceeds go to the public school system. However, the car must be returned to stock if it is modified. In the event that the modifications are so extreme that returning the car to OE isn't practicable, the car is re-titled as 'Junk'.

Once the title is tagged as junk, the car can never be titled or tagged again.

To register the car, the first step is to get the 'junk' tag off the title. There is a DMV inspector that can inspect the car, and if they deem the car roadworthy they have the power to remove the 'junk' tag.

Once that's done, I can buy an indemnity bond and transfer the title to my name.

Last, I can register the car.

As long as the DMV inspector is willing to play ball, and the old owner of the car doesn't pop up and claim that I stole his car or something - it looks like I can get the car legal again.

I hate these street racing laws. They are asinine.

What they are really aimed at was stopping the import hot rodders of the late 90s, and the Asian gangs that popped out of that fad. Nothing more, nothing less. And a lot of outsiders got caught up in it.

Is street racing safe? Not really, but I still feel that the laws they established were just way too draconian for their own good. I was always concerned that I would get snagged by the anti-import attitudes of the time... I had a Prelude VTEC, but I never EVER street raced. EVER. But all I needed was one ass who wanted too, and he he launched, and was seen, and I didn't, but was next to him, I was in trouble. Period. End of story.

The only thing that would have saved my bacon then was my connection to law enforcement and the friends I made there, and my overall driving history.

What they should do with those laws is make it illegal for the previous owner or immediate family purchase said car, and make it illegal for either to register it. Sure there is a chance a friend would do it, but then add some draconian fraud charges if it is a friend.

As for theft, Josh, I don't think you can get charged with that, no matter how hard he tries... too much court documentation.

So, you can get a tagged trailer and bring it to the track. Then you can run it till the wheels fall off, throws a rod or till a bumper meets the wall. It still could have a function or purpose. Then you can sell it for $500 to the "We Buy Cars" guy for the metal. Or you can still part it out after doing the above.

I just had a flash back to my days in law enforcement and how all this crap works.

Nationally speaking, VINs are assigned by the manufacturer and once assigned are placed into a US DOT pool of cars available to title. That's a bit simplified, but get the point across. Essentially, the VIN is registered... and the details of the car are made available.

When you register a vehicle, it goes into your states DMV system. That data is then shared via a thing called NLITS. Which transmits dmv data across state lines. It allows someone in CA to check a license from GA.

NLITS is also a way of confirming a VIN... and then there are CARFAX type services available to DMVs, they can go directly to another state and get information.

This is how a VIN tagged as junk in one state may not be retagged in another. This process has been changed a lot in the last few years, because cleaning titles became a cash making enterprise a few years ago... and then there was that shop in TX making Elenore mustangs out of salvaged cars... apparently, TX thought that was illegal.

Whatever the case may be, the goal is to stop the transfer of good looking wrecks from ripping of ppl... a lot of this came after Katrina hit NOLA in 2005. So many good cars, trashed by floods. They didn't want ppl buying them as scrap at auction, cleaning them up and reselling them. Now, not much will stop them from selling in Central and South America, tho... just saying.
