What manufacturer would you recommend?
What type of rings? Std. or low tension oil control ring?.....
Anything else to consider?
Which bearings? It's for Callies 4340 crank.

This is for a 7k rpm 383 for street and some road racing
and maybe occasional 1/4 mile run.

did you talk to your machinist. IMO letting the guy doing the machine work make the recommendations on materials he's preparing is a GOOD THING>

That said I'm a fan of the Mahle forged pistons and their ring set for the aforementioned forged pisotns. IMO 7000 rpm shortblock is the easier part, valvetrain choices are going to be crucial for engine longevity at 7+K rpm

Consult your builder/machinest, Yes !
I prefer Clevite 77 Bearings & SpeedPro / SealedPower file to fit rings.

Every builder has their preference on brand.... for example I prefer King rod and main brgs, Dura Bond/Melling cam brgs and Perfect Circle/Mahle ring sets on most stuff...

However Clevite, ACL, Federal Mongrel, Total Seal, Speed Pro, ect all make good quality parts and Ive used them all at times.

Really the most important thing is that you have the correct part type for the application...

IE, narrowed and champered rod and main brgs with that Callies crank.

STD tension oil rings unless you have a dry sump or vac pump.

Agreed. I usually assemble with Clevite and either Sealed Power or Perfect Circle.

There is no much experience here with SBC's and
I'm doing everything on my own, except the machining.

What I'm most interested in is if there are any known
manufactuters that are better than others.
Or even more important, any manufacturers that are
known for not so good quality.

One of the reasons that I'm asking is because i've
seen a set of rings for sale on CF, which are Lunati
brand. And i've never heard of anyone using Lunati
rings.

Lunati re-boxes rings from Hastings (at least the oil ring)... they never mfgr'd rings.

One part being better than another in reguard to brgs and rings = Builder preference.... If you don't have a preference then it won't matter what brand you buy.
