93 vette. This little white tab that is by the ignition switch black bolt and overlapping the silver torx bolt vats section broke off.

Steve,
I think that white tab is part of the retainer for the key-in reminder buzzer. The two copper contacts that extend from the white plastic to the left at about 10:30 over the VATS contact wires. Even if you removed this piece (plastic retainer housing copper contacts) you'd only lose your key-in warning buzzer.

It's not a contact for the horn? That needs something it can contact over the course of rotating the wheel 2 turns...

Looking in the 92 FSM, it looks like the key buzzer switch assembly but the pic in the FSM isn't as good as Steve's.
