This has been a back page news item for years. I first read of this in the late 70's when visiting in Phoenix. What is really scary; the next Constitutional Convention. (Google it and read in depth to the rules of the next meeting) There exists a draft of what the new states of america will look like and a new doctrine or bill of rights. The bill is more inline with BO's "negative rights" philosophy as taught by the weathermen of the 60-70's. Which is why the current proposed klintonesk cabinet is also rather scary.
