1) Have fuel to rail 38 psi which is within range
2) Fuel to cylinders, test light pulsing on injector when starting, plugs have fuel smell as well.
3) Spark at each cylinder.

Cranks over like a champ but does not catch.

Distributor was set at TDC. At wits ends on this.

Any suggestions or trails to go down?

Double check for fouled plugs and correct gap.

TDC on compression stroke for cylinder 1? Are you sure it's not 180 out? Is it a tooth off?

Check all wires and also plugs like Mike said.

Is it a strong spark or a weak one?

If the disty's wrong, it will backfire somewhere.

The puzzling thing is that the plugs aren't wet, I'd think you've cranked it quite a bit.

How hard is it to pull an injector on a 98 to see if it's actually squirting?

It is a pain to pull the injectors. The intake and runner tubes need to be removed if I remember correctly.

It's a bitch to pull injectors compared to most cars but you can install 1/2 the fuel rail upside down and watch the injectors spray during cranking. (remove dist fuse during this test).

What does it do with starter fluid spraying into the TB? remove maf for this of course. Also, it will not idle cold with maf unplugged, but it should still fire up and then die right away as the ecm cuts the fuel.

Maybe you need some exhaust cats.

Sounds like the search for their new home was exhausting.

Maybe they thought the holes in the mufflers were swiss cheese.
